About the Project
The Church Street Development explores the redevelopment of Township-owned land to support a range of new housing options in the community. The project, in partnership with the County of Lennox & Addington and Habitat for Humanity, is focused on creating affordable rental and ownership housing, while also considering opportunities for potential mixed‑use development (for example, commercial space on the main floor with rental apartments in the upper floors).
Loyalist Township is working with community partners and consultants to study zoning (i.e. land use), servicing (water, sewers, roads), and design options (housing form and exterior layout including landscaping) for the site. Public input is an important part of this process and will help inform how the land is developed to meet local housing needs while fitting into the surrounding neighbourhood.

What is the Housing Continuum?
The housing continuum is, at its simplest, the range of housing types available in a community; from emergency shelters on one end, all the way to market home ownership on the other. In between lies an assortment of housing options and types, each critically important for different people at different times.
Local data shows that the projected need for new housing for very low and low income households, during 2021-2031 is growing faster than overall community growth with a concentrated need for 1-bedroom or 2-bedroom units.
The Church Street Development is intended to strengthen the local housing continuum by prioritizing affordable rental housing, led by the County of Lennox and Addington, to address unmet demand for long‑term, stable housing for residents with lower and moderate incomes. This includes purpose‑built rental units and a minimum number of designated affordable units, aligned with provincial and federal affordability definitions.
Further along the continuum, the project supports affordable home ownership opportunities, through a proposed Habitat for Humanity development of townhouse units. These units are intended for households who may not qualify for traditional market housing but are ready to transition from renting to ownership, helping bridge the gap between subsidized housing and the open market.
In addition, portions of the surplus land may accommodate market‑based or mixed‑use residential development (for example, commercial space on the main floor with rental apartments in the upper floors), creating flexibility for future housing forms such as townhouses or low‑rise residential that contribute to overall supply and community vitality. Together, these elements promote efficient land use, and balanced growth while ensuring housing options across the full continuum.

Mixed-use development
Mixed-use development is a design approach that integrates multiple functions such as residential and commercial into a single space. For example, stores, health services, or food outlets on the main floor with rental apartments in the upper floors.
Servicing
Provision of municipal water, sewer infrastructure, and roads to the property line.

Permitted land uses under a municipality's official plan.
Affordable housing
Affordable Housing, a unit is affordable if:
- In the case of ownership housing, the least expensive of:
- Housing for which the purchase price results in annual accommodation costs which do not exceed 30 percent of gross annual household income for low and moderate income households; or
- Housing for which the purchase price is at least 10 percent below the average purchase price of a resale unit in the regional market area;
- In the case of rental housing, the least expensive of:
- A unit for which the rent does not exceed 30 percent of gross annual household income for low and moderate income households; or
- A unit for which the rent is at or below the average market rent of a unit in the regional market area.
